PennLive reached out to statistics experts, who confirmed her claims were difficult to explain through sheer coincidence alone. Indeed, investigations of frequent winners in other states have often turned up evidence of theft or tax evasion; but according to PA Lottery officials their most prolific winners are simply regular players who reinvest their winnings into new lottery tickets.
Gary Miller, PA Lottery spokesman, provided some stats. According to him, most of the state’s most frequent winners had purchased between 10-20 tickets each week for at least 13 years – although as there’s no way of knowing exactly how much winners spend on tickets because there’s no tracking mechanism – making it impossible to know how much these winners spend overall on lottery tickets.
Even with all these obstacles in their way, some analysts believe that PA Lottery’s most frequent winners are purchasing enough tickets to overcome their statistical disadvantage. This could be because of their large sums of money or ability to track numbers chosen or purchase more at discounted rates – whatever it may be; some analysts feel these regular winners are beating odds and beating the system.
